This button appears on the View button bar (near the top of the screen when a View is the active document). Click it to launch the Main Menu.
Dialog Overview
The Main Menu both launches the other dialogs and provides shapefile editing and manipulation functions of its own. You can keep it open but 'minimized' and place it in some out-of-the-way corner of the screen so that it won't take up too much space on the screen when not in use.
